The universal right to water is a third generation fundamental right while France has enshrined since 2013 the right to water and energy sustainability in major households by blocking power and especially water cuts. As a result of the second French revolution, the domestic consumer has been protected and has become a potential producer of electricity ('prosumer') at the international level. The French case exemplifies the phenomenon of ''hydration of rights'', which consists of the favourable impact of the right to water on at least one sector, which is particularly targeted, while hydration can also promote other rights (for example, family and hospitality versus housing, in the French case). Furthermore, water remains a special issue in public procurement (separate directive 2014/25/EU, partial exclusion from directive 2014/23/EU).
