Not only from his detailed case study, but also his extensive collection of relative literature, and his own experience as well, he attempt to figure out the strange circle of Chinese environmental protection from his perspective. As an honest and serious scholar, he managed to illuminate how roles and responsibilities are negotiated between different players and elements within the unique Chinese circumstance. The author argues that the EIA currently is barely an ornament and another sort of rubber stamp of the China's one-party dictatorship system.
